The challenge is they didn't limit access for institutional while limiting access for retailers. This discrepancy is core to the feeling that Robinhood is supporting the financial establishment over their community of traders.

Institutional investors don't use Robinhood.

But yes, they were able to buy & sell $GME.

However, anyone with a Fidelity account could also. Fidelity has the liquidity to handle a system shock, unlike Robinhood / Webull / various others.
