This divide has always existed between those who were making the UI libraries (WinForms, Qt, Telerik and what not), and those using those libraries (app developers). Because the browser allows for a lot more customization than WinForms or Qt, app devs get sucked into pixel alignment problems or crap of that nature.

It makes sense if you call that person a designer. Writing CSS is not programming. It's design with a text based UI.
