What would be the ideal privacy standards?

Apple and the EU seem to be making these decisions so far as they roll out privacy features and laws, but the web still seems pretty wild west.

I want something like six known levels, prominently displayed in the browser for every page I visit, with the ability to confirm before loading pages above a certain level.

1: Telemetry is opt-in and never resold. The experience is not degraded by opt-out.

2: Telemetry is opt-in and resold. The experience is not degraded by opt-out.

3: Telemetry is opt-in and never resold. The experience is degraded by opt-out.

4: Telemetry is opt-in and resold. The experience is degraded by opt-out.

5: Telemetry is always on and not resold.

6: Telemetry is always on and resold.

What would your standard be if the dominant browser weren't owned by a company with a level 6 business model?
