Interesting idea but there's a lot of edge cases to think through. Maybe this could be implemented with a custom front-end that interacts with the HN API?
HN is still working on rolling out some basic usability features such as pagination. Not to shoot down your idea, but realistically stuff like this won't make it into HN for a long time. And that might be a good thing - HN prides itself on relatively simple UX and fairly straightforward rules for ranking articles and comments (even though behind the scenes there is more sophistication, e.g. voting ring detection, etc).
