Yeah I’m a bit surprised to see the problem phrased as “car needs to understand complicated signs to deal with 55mph road having variable speed limit to 25mph during school times” rather than “city needs to figure out how to not have a road with highway speeds going right next to a school”.
I don’t want to make a more general argument about changing things to be easier for self driving cars. Merely that higher speeds should be for roads between places rather than the kind of streets used to access ordinary buildings like schools.
It's standard car-centric thinking. If you start looking into sustainable transport or reducing car usage etc you'll find most of the resistance comes from people unable to imagine a life without a car.
