Probably because "we aim to hire the top 1%" is more manager speak than a true mandate from the top. I'm sure they would love to literally hire the top 1% of everyone but that's just not realistic. For someone to make a complaint about this clearly demonstrates they aren't seeing through this example of managerial patronizing and marks them as part of the 99%.
