By relinquishing copyright, the author of the work removes the legal relevance from the license document.

Copyright holders can license their work out to somebody.

A work without a copyright holder is just a found work that happens to contain the word license.

An entity could republish the work sans license without violating copyright or anything else.

The GPL "hacked" copyright law to make it do something. This VPL hacks nothing and does nothing. Sorry, author.


Even beyond that, this also has the same flaw that using CC-BY-SA for software does, namely that people can prevent others from modifying it in practice by only distributing compiled/obfuscated versions.
