Would it help if software engineers demonstrate their skills on an ongoing basis via a third party which accesses them periodically without the pressure cooker environment of technical interviews and companies just do cultural fit type of interviews based on the previous assessments of their technical skills?

It'll be borderline impossible to persuade experienced engineers to do that.

I think so too. But the incentive of not doing tech interviews the traditional way will be a bit tempting too.
