This is just me, but I don't think this is a viable business (just my personal opinion). Location based connections always sounded like a good idea back in the days without the Internet, and with factors as outlined in the article, it doesn't seem to far fetched to make the jump in 2012.
However, in the end, they are nice things to try out, but its really hard to get some long-term participation from users. That's what happened to the original Likealittle and following products: I'm not going to be on the hunt for new people 24/7, and if I am, there are plenty opportunities for me to do so.
Yes, I agree that technology will have some deep changes to our social life and behavior, so don't take this like a "never ever". But I'm skeptical.
