In the first year of the University you write cpngruence with three horizontal lines. In the second, you just use two lines, aka an equal sign. Everyone knows = is overloaded.

The same happens with other signs, like the arrow of limit. In many cases it's confusing so you add a small note to the arrow, unless it's obvious (whatever that means).
