Is it? Azure is not "core internet infrastructure" in the same way that DNS, network peering, oceanic cables and the like are. They're just a big CSP. Your on-prem Windows box is definitely not internet infra.


If it wreaks global havoc when it fails, then it's de facto core infrastructure.
