My point is that this is a difference between pre-war and post-war construction and is seen in all regions, across all political ideologies and economic systems. The ugly communist buildings you speak of were born out of necessity, due to chronic shortage of housing, a rise in fertility and urbanisation on a scale never seen before, much the same way as the urban catastrophe that is suburbs in the US.
