This looks more like a home-grown chan site. Probably a better place to list it would be a couple of the link aggregators for chan sites [1][2] though if listing there expect a lot of spam and be ready to heavily moderate it. I doubt the HN community would be posting news links to it. As for underground the domain name TLD would need to be .onion assuming one knows how to harden their OS and chan platform.
