I would say this is one of the mortal dangers currently facing the West - more particularly, importing people who hate the West and would like to see it become like their failed origin states.
I would say that your contrived scenario is just a failure to assimilate immigrants, and, frankly, a skill issue. The US does not have this problem, and it's no coincidence that it's colloquially known as the "Great Melting Pot" of cultures.
