This is what I've been doing and it has worked relatively well.

  <!--[if lte IE 7]>
     <body class="ie67">
  <![endif]-->
  <!--[if !IE]>-->
  <body>
  <!--<![endif]-->

This allows me to target IE6/7 with the .ie67 class
